- Biography:
- Gary M. Owens, M.D. is currently President of Gary Owens Associates. In this role he provides consulting services to pharmaceutical and device manufacturers, benefits consultants and to managed care plans. Dr. Owens has expertise in the evaluation of new technology, medical management programs and strategy, health plan operations, benefit design, formulary development and drug management.
In his current role, Dr. Owens brings over 20 years experience in medical and pharmacy management to his clients. Previously he managed multiple operations in a large regional health plan and was directly responsible for the implementation of numerous strategic initiatives that included the 2006 launch of FutureScripts, a wholly owned PBM of Independence Blue Cross.
Dr. Owens was Vice President for Medical Management and Policy at Independence Blue Cross from 2003 to 2006. In that role, he managed pharmacy operations for over 2.0 million members and was a leader in the evaluation and management of biotech drugs at the health plan. From 1996 to 2003, Dr. Owens was Vice President for Patient Care Management and was responsible for medical management services for 3.2 million members and nearly 7 billion dollars of annual medical spending activity. From 1986 to 1996 Dr. Owens had multiple other duties as a Senior Medical Director and Medical Director at Independence Blue Cross and the affiliates Keystone Health Plan East and Delaware Valley HMO.
Additionally during his tenure at Independence Blue Cross, Dr. Owens had operational management responsibility for the Care Management and Coordination Department, the Pharmacy Services Department and the Claims Payment Policy Department. Dr. Owens managed medical review services including pre-certification of medical procedures, hospital care level reviews, high-tech. radiology pre-certification, discharge planning activities and case management. Dr. Owens was responsible for evaluation of new drugs and new technologies as manager of the technology evaluation unit, a department that he founded in 1993. While at IBC, he headed the team that developed an injectable management strategy, which included a program to assess and manage biotech and bio-oncology products.
Dr. Owens is a graduate of the University of Pennsylvania and received his M.D. from Thomas Jefferson University. Dr. Owens is a Senior Scholar for the Department of Health Policy at Thomas Jefferson University. He is involved in medical teaching and previously served as Vice Chairman of the Department of Family Medicine at the Medical Center of Delaware. He has lectured and published extensively on managed care, pharmacy and biotechnology related subjects, including recent articles in The American Journal of Managed Care and Disease Management.
